Singapore's Pay TV Operator StarHub Implements Actus Platform

By Jayashree Adkoli, TMCnet Contributor

ABI Research’s (News - Alert) “Pay-TV ARPU and Revenues Market Data” report indicates that the global pay-TV market is expected to generate $304 billion in 2018 with a CAGR of 4 percent compared to $223 billion in 2011. This boost is due to the increase in the subscriber base.

The Asia-Pacific region, in particular, is seeing service revenue growth due to an underlying increase in subscriptions.

In this regard, many pay TV operators and broadcasters are coerced to implement digital infrastructure instead of the use of DVDs to capture and analyze broadcasted content.

In an effort to maintain market competence in the Singapore by effectively monitoring and sharing this content, Singapore’s pay TV operator, StarHub, has implemented Actus Digital’s enterprise media management platform.

Actus Digital is a developer of Web-based media monitoring, compliance recording, content repurposing and verification solutions for broadcasters. A subsidiary of Taya Media Group, it also provides solutions for video content logging, monitoring, repurposing, ad detection and video/audio quality check.

Prior to implementing the Actus enterprise media management platform, StarHub was using DVDs to capture and analyze broadcast content, which was resource exhaustive and inefficient.

So, StarHub sought a digital infrastructure that facilitated the effective monitoring and sharing of broadcast content. And, it picked Actus’ enterprise media management platform for the recording and monitoring of channels.

Actus’ enterprise media management platform was developed to leverage IT-based hardware. It is built on a highly scalable architecture that provides an agile environment for managing a wide range of media monitoring, analysis and management capabilities.

Key capabilities featured in Actus’ enterprise media management platform include multichannel ingest, multi-format conversion engine, analysis automation, centralized media repository and broadcast player for content redistribution.

In general, it offers four distinct packages: Actus View, Actus Rating Analyzer, Actus AdWatch, and Actus Clip Factory.

The Actus View is a multichannel video/audio ingest solution that can record all types of broadcasts around the clock.

The Actus Rating Analyzer provides a graphical view of all rating information, including competitive data, along with the real broadcast media. It features flexible tools that allow users to compare up to six channels at same time, or the same channel on different days.

With the help of the detailed data, users can better understand the rating scores for making strategic decisions.

The Actus AdWatch automatically monitors and detects recurring media items. With the help of this tool, advertisers, agencies, content producers, distributors and regulators can verify that their content was aired according to plan.

The Actus Clip Factory is an editing tool for repurposing and redistributing content. It is ideal for redistributing transmissions to Web, VOD, mobile and other new media outlets.

Sima Levy, CEO, Actus Digital, said in a statement, "With the implementation of the Actus system, StarHub monitoring is fully digitized and users are able to view broadcast content Live or Archived, for any channel, at anytime.”

Levy added, “Actus is easy-to-use and reliable. It is also fast. With the click of a mouse, users can create clips and export to any format and distribute to any destination such as FTP servers, YouTube (News - Alert) and more. With access to recording, logging and media directly from a laptop, Actus has enhanced the effectiveness of StarHub’s content monitoring and sharing.”

In related news, Actus announced the plans to launch a new ActusRemote Media Management platform at the upcoming NAB 2013 exhibition.
